The rapidly changing epidemiological profile of Uganda, with a growing burden of Non-Communicable Diseases (NCDs), puts the poor at an elevated risk for catastrophic spending which is recurrent and maintains them in a deadly pit of poverty. The government of Uganda, development partners as well as the private sector are innovating and piloting a range of affordable health insurance models. MOD shall leverage promising breakthroughs; MOD Public Health Consultants shall design and pilot a Community Health Insurance Scheme (MOD CHIS) to provide financial risk protection for the poor and increase access to healthcare services.
